'' Morning after pills''

LA PAZ, Bolivia - . Bishops of Bolivia on Monday asked the government in the country to eliminate the distribution of the " morning after pill " , considering that it has " abortifacient properties " and is at odds with a recent constitutional judgment .
The bishops said in a statement from the Episcopal Conference of Bolivia (CEB ) that the Constitutional Court " recognizes respect for life from the moment of conception, in agreement with the principles of Christian doctrine and every culture and religious conception present in the world . "
" In line with this recognition, called the Executive Branch, in particular the Ministry of Health, a health system eliminate the ' morning after pill ' in no case be considered a contraceptive , but has abortifacient properties in clear contradiction the sentence , "said the CEB .
The court last month issued a ruling which rejected the decriminalization of abortion in general, but also eliminated the judicial authorization for special cases considered by law as rape , incest and danger to the life of the mother.
The bishops also regretted that by eliminating the need for a court order for sexual offenses such as rape , kidnapping , rape and incest , possibilities that can give " rise to de facto legalization of abortion " open.
In his view, there should be a regulation to avoid "excesses and arbitrariness " in practice with special cases , which , anyway, " the Church emphatically rejects as contrary to the right to life without discrimination ."
"We remind all believers that threaten the life conceived is a grave moral wrong , even in cases where it may be legal. Moral behavior binding in conscience , although the law does not do it, " said the bishops.
The CEB also advocated that the recommendation made by the Constitutional Court to make rules on sexual and reproductive rights is assumed by the Congress " respecting the right to life and universal human rights."
According to a study last year by the American researcher Natalie Kimball year, Bolivia is one of the countries with the highest rates of abortion in the continent, after Haiti and Cuba , although the latter is legal for decades.
That same study found that in the Andean country abortions every year between 40,000 and 80,000 women , and three out of five Bolivian interrupt pregnancy at least once in their life.
